HANDLING OF NON-MIGRATED ACCOUNTS/CERTIFICATES IN FINACLE
As per SB order No. 18/2023 dated 13.9.2023, the procedure for dealing with Non-migrated accounts and certificates has been streamlined and voucher posting has been dispensed with. Facility has been implemented to deal with such cases in Finacle itself. SOP has also been issued prescribing the procedure.
As per the revised procedure, such cases can be handled only by HOs and that too under the strict supervision of two supervisors.

Addendum to SB Order No. 18/2023
An addendum has been issued to SB Order No. 18/2023 as per SB Order No. 18A/2023 dated 8/4/2024. This contains SOP for handling non-migrated accounts and certificates of Defunct Schemes like MSY, CTD, IVP, 10 year NSC etc

As per clarification issued vide FS Division letter No FS-l0/27/2022-FS-DoP- Part (1 ) dated 12.3.2025, the following measures are to be taken in the case of discharge of Non-migrated certificates:
(i). PAOS may provide the "No Discharge Certificate based on the available physical/electronic records.
(ii). If records are unavailable. PAOs may inform the same to the office of issue for further necessary action under intimation to the Head of the Circle.
{iii} Post offices may also be instructed to make payments of non-migrated certificates after due verification of available records by the designated officials at their end, if PAO fails to trace out records at their office
